The Single Market Transparency Directive (EU)
2015/1535 (SMTD) requires EU Member States, EFTA countries, Turkey and the UK
in respect of Northern Ireland to notify draft technical regulations to the
European Commission and the other participating countries in order to allow
assessment of proposed legislation under EU law provisions. The SMTD is a key
instrument for single market harmonisation and prevention of the emergence of
barriers to trade within the internal market.

Learning objectives
- Instruct civil servants on the notification obligations of Member States under the SMTD to enhance training conditions and minimize instances of non-compliance.
- Guide civil servants in effectively using the TRIS database for submitting and reviewing notifications of draft technical regulations, including understanding the necessary documentation and the correct classification of such documents.
- Inform the general public about the notification obligations of Member States under the SMTD and the repercussions of non-compliance with the aim of promoting private monitoring and enforcement.
