The Charter of Fundamental Rights of the European Union sets out the fundamental rights, freedoms and principles enjoyed by people in the European Union. It is binding on EU institutions, bodies, offices, and agencies in all their actions, and on the Member States when they are implementing Union law. Because EU law increasingly affects national legislation and public policy, it is essential that staff at national and EU level can correctly apply the Charter.

This course has been designed to help public officials, policymakers and justice professionals in applying the Charter. It aims to ensure that EU measures and their national implementation respect and promote fundamental rights. It provides a complete overview of the Charter and its 54 articles and explains how its provisions apply in practice. The course consists of 30 minutes learning modules per article, which are both focused and practical, and allow  you to gain in-depth knowledge on every right and freedom of the Charter.

After this course, you will know how to identify when the Charter applies, know how its fundamental rights are interpreted, and have the skills needed to integrate and mainstream these rights into law-making, policy design, and administrative practice. The course also introduces the concept of fundamental rights impact assessments and shows how the European Union’s Better Regulation Toolbox can support rights‑compliant policymaking.

The course can be completed at your own pace. Certificates are issued upon completion of individual modules and full thematic groups, as well as the full course.
