Disciplina: Alignment of the National Interoperability Frameworks (NIFs) to the European Interoperability Framework (EIF)

Introduction

Welcome to the course about Alignment of the National Interoperability Frameworks (NIFs) to the European Interoperability Framework (EIF).

The course is designed to equip national public administrations with the knowledge, skills and tools necessary to align their national interoperability frameworks (NIFs) with the European Interoperability Framework (EIF) in order to promote interoperability at national and European level. It consists of two parts:

Part 1: Governance and Policy, which consists of two modules: a) Principles of good governance and b) How to develop aligned interoperability policy.
Part 2: Putting into practice, which contains one module: a) Developing aligned policy, interactive policy builder

In this course you will understand:

Why alignment is key towards a shared interoperability governance
How to develop policy aligned to EIF
Understanding the EIF dashboard dimensions
Recognising interoperability challenges
Understanding supporting tools and services
Using / implementing supporting tools and services
Preparing national responses for EIF monitoring

Each of the two parts will take you approximately 25 minutes.

Prior to taking this course, we recommend you to refresh your knowledge on EIF and basic interoperability concepts by following these courses:

Part 1: Governance and Policy

Governance and Policy part of this eLearning course on How to align your NIF with the EIF consists of two modules:

a) Module 1: Principles of good governance and;

b) Module 2: How to develop aligned interoperability policy.

Topics which are covered in this part of the course are:

The legislative context: The future Interoperable Europe Act.
Why aligned policy is important (EIF monitoring dashboard dimensions).
Incorporating EIF principles in the national interoperability policy.
Reusing EIF conceptual model in national systems and interoperable service design.
Introduction to interoperability assessment.
The five recommendations of interoperablity governance and 2 of integrated public administration governance.

Part 2: Putting it into practice

Putting it into practice part of this eLearning course on How to align your NIF with the EIF consists of one module and self assessment.

Using the principles and recommendations outlined in module 1, this is an interactive guide to building policy that is aligned to the EIF. Topics which this part covers are:

Designing EU policies in the digital age (e.g. Berlin Declaration Policy Areas).
Exploiting European legislative initiatives for digital public administration.
Driving Interoperable Public Sector Digitalization.
Innovation and ‘GovTech’ cooperation and emerging technologies.
Inter-administrative data strategy and data spaces.
