Target audience

National authorities at any level involved in the introduction of new, or amended existing, legislative, regulatory or administrative provisions restricting access to, or the pursuit of, regulated professions falling within the scope of the Proportionality Test Directive, as well as other national actors that play a role in the assessment and/or notification(reporting) of these rules.

Learning objectives

• Understand the purpose of proportionality assessments as outlined in the Proportionality Test Directive.
• Identify the roles and responsibilities of authorities involved in the proportionality assessment process.
• Get acquainted with the core principles of proportionality and the substantive and procedural obligations under the Directive.
• Apply the assessment criteria necessary for conducting proportionality analysis.
