Summer is definitely the best time to be in Norway.
Long days, warm weather (but not to hot as further south in Europe), and happy people.
But this comes with a down side;
The summer holiday, fellesferien («the common holiday»), is long. If you need to interract with public institutions, they might actually be closed, or severly understaffed from mid-june until mid-august.
If you haven’t already, don’t expect anyone to get back to you until they return from holiday.
