In an era of rapid digital transformation, public administrations must navigate complex regulatory landscapes while fostering innovation. The European Union’s Interoperable Europe Act (IEA) introduces interoperability regulatory sandboxes—controlled environments that allow public sector authorities to experiment with new digital solutions before full-scale implementation. This course provides a comprehensive overview of regulatory sandboxes, distinguishing them from similar experimental frameworks such as living labs, testbeds, and traditional sandboxes. Participants will explore the role of interoperability sandboxes in overcoming legal and technical barriers to innovation.

This course is designed for decision-makers and professionals involved in cross-border interoperability application and implementation, but not only, It is open to a wide audience including:
  • Public sector employees responsible for interoperability assessments (legal, IT, business analysis, policy experts).
  • Digital government innovators and GovTech stakeholders seeking to collaborate with public administrations.
  • Academics, researchers, and students in digital governance, EU policy, and public administration.

Objectifs d'apprentissage

  • Know what different regulatory experimentation tools exist in the EU, among which the regulatory sandboxes; 
  • Understand the legal basis of interoperability regulatory sandboxes, particularly Articles 11 and 12 of the Interoperable Europe Act (IEA); 
  • Know how to establish and participate in an interoperability sandbox; 
  • Understand how sandbox results contribute to policy, interoperability frameworks, and digital service improvements; 
  • Know where to find further information and how to engage with ongoing developments in interoperability regulatory sandboxes.
