This e-Capsule course presents an overview of Regulation (EU) 2019/1111 (Brussels II bis Regulation) and its relationship with the 1980 Hague Convention in the context of international child abduction. It explains that the Brussels IIb Regulation establishes rules on jurisdiction, recognition, and enforcement of decisions in family law matters, and complements the Hague Convention to ensure the prompt return of abducted children and protection of their living arrangements.

Target audience

This e-Capsule is designed to provide justice professionals, particularly judges, prosecutors, lawyers, mediators and court staff, with essential knowledge on determining a child’s habitual residence and handling international child abduction cases within the European Union (EU). It covers parental responsibility, custody rights, and wrongful removal or retention of children.
