This training is offered by the European Commission’s Competence Centre on Participatory and Deliberative Democracy. It provides a tailored offer for building capacity in participatory process based on three levels of competence: basic, advanced, and train-the-trainers.   

This course addresses the advanced level of competence. It features ten modules that together provide the knowledge, tools and techniques for effectively designing, implementing and following-up on participatory processes based on co-creation and deliberation in policymaking.  

Among the questions that these modules address are:
- How do we recruit and manage participants?
- How do we choose between co-creation and deliberative techniques? And how do we combine them?
- How can we use the results of participatory processes in policy making?

This training offers a tailored approach to knowledge and competence acquisition. To ensure a solid foundation of participatory and deliberative processes, trainees are required to take Modules 1 ('Rationales of citizen engagement’) and Module 2 (‘Planning of citizen engagement’). The other modules are grouped to reflect the mastering of specific competences and are offered into 3 packages:
1. Methods
2. Implementation
3. Follow up

Trainees are invited to choose the packages that best fit their needs and interest.  
Cross-modular suggestions are included in each module to support trainees in expanding knowledge and skills on specific matters of their interest.

The course is made for public administration officials and civil servants who want to deepen their knowledge and competence acquisition in the field of citizen engagement and seek a tailored path that adapts to their needs and goals. 

Obiettivi formativi

The training offers specific learning objectives in each module following a tailored approach to knowledge and competences. As general objectives, after completing the course, you will be able to:
  • make the difference between co-creation and deliberative techniques, choose which one fits best your process and eventually, how to combine them
  • assess the pros and cons of different recruitment methods and know how to manage participants
  • design impactful citizen engagement processes and strategise on the use of their results in policy making
