This course explores the transformative potential of Open Source Software (OSS) in the public sector, with a focus on identifying and overcoming barriers to its sharing and reuse. Learners will explore the benefits of OSS for cross-border collaboration, efficiency, and innovation. The course examines barriers across technical, legal and regulatory, organisational, cultural and social, economic and market, security, communication and political dimensions.  It provides actionable strategies to overcome these barriers, complemented by information about EU initiatives that support software sharing and reuse.

  • Public sector officials working in European bodies and agencies and in public administrations at national, regional and local level across the EU Member States, with a particular focus on IT managers, policymakers, and IT project managers.

Upon completion of the course, learners will:
1. Understand the importance of cross-border sharing and reuse of OSS, particularly in the context of the IEA. 
2. Be able to develop strategies to address barriers to OSS adoption
3. Understand the role of EU initiatives in promoting OSS sharing and reuse
4. Drive innovation and collaboration in public service delivery through cross-border sharing and reuse.
