The UMI training course is the entry point of the Union Civil Protection Mechanism (UCPM) training and exercises programme.
This course is the introductory level to understand the UCPM, disaster risk management principles, tools and information, and the legal framework surrounding civil protection and humanitarian aid. UMI also introduces cultural awareness, diversity and inclusion as one of the cross-cutting competencies. Participants will increase their self-awareness of being part of the UCPM environment. 
The course will also help participants explore their potential to develop as a UCPM deployable professionals, in different roles and functions within the UCPM, enabling them to identify areas where they can contribute effectively.

Target audience

  • EU Member States and UCPM Participating States’ civil protection/disaster management experts already trained and experienced at national level wishing to deploy internationally as part of an EUCPT
  • EU Member States and UCPM Participating States’ Technical Experts with a specific professional background
  • TAST key personnel
  • EU modules, other response and rescEU capacities’ key personnel
  • DG ECHO staff (ERCC Liaison Officers, ECHO Field Regional Officers)
  • Relevant personnel from international organisations, including the UN and the IFRC
  • Civil protection and disaster management personnel from eligible third countries (EU candidates and potential candidate countries)

Learning objectives

Participants will understand the specificities of UCPM prevention, preparedness, and response to disasters in an international environment, and the roles and functions expected from participants in mission context.   Participants will also understand and demonstrate the ability to perform as member of a team, to interact with disaster environment stakeholders and to perform specific UCPM roles and activities as requested.
